Time to renew 2014
As many of you may already know, the NSW Government have introduced the legislation of the Photo Competency Card for RSA and RCG licences. Thousands of people are currently working in the hospitality industry with the old paper-based certificates issued by the Office of Liquor, Gaming & Racing (OLGR) prior to 22 August 2011.
These changes were made to improve the capacity for venue operators and regulators to verify RSA/RCG trained staff and reduce the risk of fraud. The system improves the administration and record-keeping arrangements for training providers and is more portable and durable than paper-based certificates. It is easier for holders to look after this important evidence of their qualifications.
OLGR have released the expiries for paper certificate holders, ranging from 2012 to 2016. It is the responsibility of individuals to enrol into and complete the NSW RSA and RCG course(s) before their allocated expiry date in order to continue working in the industry.
Individuals who hold paper certificates dated, between 1st January 2007 to 31 December 2008 must renew by 30th June 2014. If you belong in this round, you can update your qualification at the following locations:

At ATS, we are providing courses weekly at our locations across Sydney to ensure all students meet the deadline set by the Office of Liquor, Gaming and Racing (OLGR). We understand our students have a busy schedule and are working with hospitality hours, so we have done our best to cater for all students providing night and day time courses as follows:
- Day course: 9:00am – 3:30pm
- Night course: 5:00pm – 11:30pm
How do I apply for the photo competency card?
Once you have successfully completed your RSA or RCG course and received your interim certificate you can apply in person at a participating Australia Post outlet in NSW for your photo competency card. The back of your interim certificate contains the application form and a list of documents you need to take to Australia Post to prove your identity.
There are 3 simple steps to getting your card.
Before you start:
When you receive your interim certificate, check the details carefully to make sure that it matches the details on your ID – if they don’t match, Australia post will not be able to process your application.
If any of the details on your interim certificate are incorrect, please complete the Interim Certificate Amendment form, submit it to OLGR, and wait for a new interim certificate to be issued by your training provider. Please do not take your incorrect certificate to Australia Post.
1. Book a time at Australia Post
Visit your local Australia Post Outlet or call 137 678 to find your nearest participating Australia Post outlet and to book an appointment. NOT all Australia Post outlets in NSW can process photo competency card applications. So check first!
2. Get your identity documents ready
In order for Australia Post to process your card application you will need to have your interim certificate and the correct documents to prove your identity.
These must be original documents (unless otherwise stated) to the value of at least 100 points that prove your identity. Details of acceptable documents are listed on your interim certificate. Please read this information carefully to make sure you have the right documents to take to Australia Post.
3. Go to your Australia Post interview
- Attend the interview in person (other people can’t apply for the photo competency card for you)
- Take along your interim certificate
- Bring the right documents that prove your identity
(100 points or more). If you don’t do this, your application cannot be processed by Australia Post.
Your photo will be taken at Australia Post as part of the application process. Your card will be ordered and sent to you within 3 weeks.
